US State Department approves $11.1bn proposed arms sales to Taiwan

The US DSCA says the FMS will boost recipient security and support regional stability, military balance and economic progress.

The US State Department has notified Congress of eight prospective foreign military sales (FMS) to the Taipei Economic and Cultural Representative Office in the United States (TECRO), with an estimated total value of $11.1bn.

The Defense Security Cooperation Agency (DSCA) delivered the certifications for the proposed transactions on 17 December 2025.

The notifications detail various equipment and services under consideration, including Tactical Mission Network Software, Equipment, and Services, which carry an estimated price tag of $1.01bn.

TECRO has also requested to purchase 60 M107A7 Self-Propelled Howitzers and associated equipment valued at around $4.03bn, as well as 82 M142 High Mobility Artillery Rocket Systems (HIMARS) and related items for approximately $4.05bn.

Additional items identified in the proposed sales include Tube-launched, optically tracked, Wire-guided missile systems and associated equipment for an estimated $353m as well as Javelin Missile Systems and its associated equipment for approximately value of $375m.

The FMS also included Harpoon Missile Repair Follow-on Support other related equipment for $91.4m, and ALTIUS-700M and ALTIUS-600 Systems with related equipment costing about $1.1bn.

The State Department has also approved the sale of AH-1W Helicopter Spare and Repair Parts with related equipment, totalling an estimated $96m.

The DGSA stated that the US government will select the main contractors for all FMS through competitive procurement processes, following the Federal Acquisition Regulation.

The agency believes these FMS to enhance the “security of the recipient” and “assist in maintaining political stability, military balance, and economic progress in the region”.

In June 2024, the US State Department approved two major FMS to Taiwan, with an estimated value of approximately $360.2m.
