The US will treat Afghanistan and Pakistan as an integrated theatre of operations, said the Defence Department's policy chief.
Defence policy undersecretary Michele Flournoy said that the strategy calls for different but integrated approaches in both countries.
"In Afghanistan, we are pursuing - really for the first time - a fully resourced counterinsurgency strategy with military on the ground and civilian experts as well," said Flournoy.
The Taliban and their allies travelled across the border constantly, she noted, and problems on one side of the border affected the other side.
However, she said that the strategy will be tailored to conditions and political situations in each country.
