Russia will remove all military weapons depots and other munitions installations from populated towns following recent fatal accidents at munitions stocks, according to the Russian Defence Minister.
Ten servicemen were killed and dozens injured in separate explosions on 13 and 23 November 2009 at the Arsenal 31 arms depot, which belongs to the Russian Caspian Sea Fleet.

The Russian Defence Ministry said a new federal programme would be developed to improve the safe storage of missiles, ammunition and explosives with a tentative time frame of 2012–16.
The Ulyanovsk arms depot will be closed by the end of 2010 and 3,000 local residents will be temporarily evacuated from the area.
The 13 November explosions occurred while ammunition was being dismantled at the depot and the 23 November explosion occurred when ammunition was being loaded onto a truck.
