The Advanced Turbine Engine Company (ATEC) has filed a protest with the Government Accountability Office (GAO) over the US Army’s improved turbine engine program (ITEP) contract.

Earlier this month, GE Aviation’s T901-GE-900 engine was chosen for the ITEP’s engineering and manufacturing development (EMD) phase. GE won a $517m award for the ITEP EMD phase.

ATEC, a joint venture between Honeywell International and Pratt & Whitney, a division of United Technologies Corporation, competed with GE.

The joint venture offered its dual-spool T900 engine for the army programme. However, the US Army did not select ATEC’s offering for the phase.

“ITEP project was launched to re-engine the army’s Boeing AH-64 Apache and Sikorsky UH-60 Black Hawk helicopters.”

ATEC president Craig Madden said: “In our review of the evaluation, we clearly offered the best value through a combination of a highly rated and technically superior engine that was judged to be much lower risk, and believe we did so significantly under the government’s budget.

“We are requesting that the government review these facts and award the ITEP contract to ATEC, the best engine and the one that our warfighters and taxpayers deserve.”

ITEP project was launched to re-engine the army’s Boeing AH-64 Apache and Sikorsky UH-60 Black Hawk helicopters.

The new engine is expected to provide 50% more power, 25% better specific fuel consumption and reduce lifecycle costs.

The programme could also support certain variants of the army’s Future Attack Reconnaissance Aircraft, under the Future Vertical Lift (FVL) programme.
