Repkon USA – Defense has won a contract action with a ceiling of $435m for domestic trinitrotoluene (TNT) production from the US Army’s Joint Program Executive Office Armaments & Ammunition (JPEO A&A) and US Army Contracting Command – Rock Island.  

Under this contract, the company will be responsible for designing, building, and commissioning a TNT production facility in Graham, Kentucky.

The focus of this contract is to establish domestic TNT production capabilities, which are essential for various military applications. 

TNT is an explosive fill for 155mm artillery shells, as well as for ammunition, bombs, and grenades.  

The contract, executed as a sole-source contract action under the authority of the James M. Inhofe National Defense Authorization Act for Fiscal Year 2023, will reestablish TNT production in the US for the first time in decades. 

Establishing a domestic TNT production capability is required as the current supply chain is entirely reliant on overseas sources, the US Army noted.

This award is part of JPEO A&A’s strategy to mitigate supply chain vulnerabilities and bolster national security by ensuring uninterrupted access to crucial materials.  

By reshoring essential resources such as rare earth minerals, chemicals, and electronics, the army aims to reinforce its defence industrial base against global uncertainties. 

JPEO A&A program executive officer John Reim said: “This new state-of-the-art facility is essential to the JPEO A&A’s mission to develop, procure and field safe, reliable and lethal munitions to our joint warfighters and international partners. 

“This project will also further strengthen our defence industrial base, enabling munitions production at speed and scale.”
