Global land systems manufacturer OTOKAR has signed a 4.26bn lei ($904.55m) contract with ROMTEHNICA, representing the Romanian Ministry of National Defence (MOD), to supply 1,059 COBRA II 4×4 Light Armoured Tactical Vehicles.  

The multi-year contract includes the production of the first 278 vehicles in Türkiye, with the remainder manufactured in Romania.

COBRA II, submitted for the tender, will be outfitted to meet the technical and tactical requirements of the Romanian MOD. 

This contract also encompasses integrated logistics support services. 

Deliveries will commence in late 2025 and continue over five years. 

OTOKAR submitted its bid for the tender on 20 March 2024, initiated by ROMTEHNICA.

Following technical evaluation, field tests, and financial assessment, OTOKAR was declared the tender winner on 4 October 2024. 

GlobalData’s report titled “Romania Defense Market 2024-2029” highlights Romania’s strategic focus on modernizing its military infrastructure over the coming years. In response to changing security challenges, Romania’s defence budget is expected to increase, with acquisition spending rising from 33.8% of the budget in 2020 to an estimated 45.2% by 2029. 

Romania has traditionally followed a dual strategy of modernising its existing military assets while also acquiring new systems to update its defence inventory. This approach combines long-term planning with practical considerations to enhance operational capabilities. 

Used by more than 20 users across 13 countries, the COBRA II vehicle measures 6.4 metres (m) in length and 2.5m in width.  

COBRA II offers high protection against ballistic, mine, and IED threats and supports various weapon and mission equipment integrations.  

It is a modular platform designed for diverse mission requirements, available in more than 30 versions since its introduction in 2013.  

With a capacity to hold a maximum of 11 crew members including driver and commander, the vehicle features radio provision, Turbo Charged Diesel Engine 360 HP, gun ports and vision blocks, among others. 

In 2021, OTOKAR partnered with Milrem Robotics to advance uncrewed and robotic military vehicles. 

The two companies signed the collaboration agreement at the Defence and Security Equipment International exhibition in London.
