A fully automated, industrial-scale foreign drone production line for the Ukrainian Armed Forces will be established in Germany through a German-Ukrainian joint venture (JV).
Named Quantum Frontline Industries (QFI), the JV will be formed by Quantum Systems and Frontline Robotics.

The initiative is part of the Build with Ukraine programme, and will manufacture Zoom and Linza drones, developed by Frontline Robotics and previously used on the battlefield.
All drones produced at the German facility will be supplied to Ukraine’s Defence Forces, with quantities set by the Ministry of Defence of Ukraine.
The project integrates Ukrainian drone technologies with German automation processes, creating a cross-border defence manufacturing model and offering employment for Ukrainians in Germany.
Quantum Systems is responsible for supplying the industrial infrastructure and managing production, whereas Frontline Robotics will supply licensed designs, deliver training and offer complete lifecycle support in accordance with North Atlantic Treaty Organization (NATO) standards.

By GlobalDataFrontline Robotics CEO Yevhen Tretiak stated: “We see this as an important mission – to build the first Ukrainian-German defence joint venture with our partners Quantum Systems. We are confident that our example will pave the way for future collaborations of this kind. This cooperation will supply the Defenсe Forces of Ukraine with thousands of drones, to drive back the Russian aggressor.”
The JV builds on the strategic partnership signed by the two companies earlier in 2025.
The companies have not disclosed the specific location of the new joint venture for security reasons.
Quantum Systems co-CEO Sven Kruck stated: “Together with Frontline Robotics, we will build on our proven experience and create Europe’s first foreign production capacity at this scale for Ukraine.”
A report from GlobalData’s Thematic Intelligence, published in February 2024, stated that battlefield testing in Ukraine and the Middle East, along with increased sales of loitering munitions, is expected to raise the global military unmanned aerial vehicle (UAV) market value to just under $18bn by 2033.
In July 2024, defence ministers from 12 countries signed a nemorandum of understanding (MoU) to officially establish the Drone Coalition, an alliance led by the UK and Latvia to strengthen Ukraine’s military by supplying and jointly procuring drones.
