Strategic Arms Control After START: Issues and Options

The US and Soviet Union signed the Strategic Arms Reduction Treaty in 1991, which entered into force in December 1994 and expired on December 5, 2009. Both the nations have negotiated towards signing a new treaty that would replace START.

This report provides background information about the START Treaty, including central limits, counting rules, collateral constraints as well as monitoring and verification and reviews the discussions about a possible successor to START.

The report also presents a range of alternatives such as pursuing a treaty with further reductions without START rules and pursuing transparency and confidence building measures that might be considered by both the nations if they follow START with a new framework for the arms control process.
