The New START Treaty: Central Limits and Key Provisions

This white paper provides the details of the central limits on the delivery vehicles and warheads and the key provisions provided under the New START Treaty, signed by the US and Russia.

The paper provides detailed definitions and counting rules of the treaty that will help the parties calculate the number of warheads that count under the treaty limits until they are converted or eliminated according to the provisions described in the treaty’s protocol.

The paper also highlights the issues that need to be considered by the US Congress with respect to the new treaty such as strategic stability, monitoring and verification, ballistic missile defences, modernisation, non-strategic nuclear weapons, new START and the US nuclear nonproliferation agenda, arms control after new START.
