This white paper aims to provide a follow-up to the previous European Community Mine Action Strategy 2005-2007 and new guidelines about the programme.

It requires the European community to maintain its effort to provide financial assistance to communities and individuals affected by landmines through all available instruments.

The guidelines are intended to cover the explosive remnants of war, including cluster munitions.

The paper recommends a three-step approach to integrate European community mine action into development and cooperation policies, such as language insertion in national and regional strategy papers, the integration of mine action components within standalone or broader European community projects and effective reporting of implemented mine projects.
