Abstract

Radio Controlled Improvised Explosive Devices (RCIEDs) are on-command detonation devices. A terrorist activates an RCIED by sending an activation signal using a radio transmitter to a radio receiver.

Instead of man-to-man ambush tactics against people traveling in numbers, RCIEDs have become the weapon of choice to maximize damage, instill fear, and terrorize the victims.

Threats range from roadside bombs, radio fired mines, and hidden remote controlled explosives on or inside sabotaged vehicles within a convoy.

In this white paper, Homeland Security Strategies explore the use of Remote Controlled Improvised Explosive Devices (RCIEDs) and how to defend against the threat using the 'Convoy Jammer' IED jammer system, designed to defend groups of vehicles against remote controlled weapons.
