As a first step towards producing the government defence review, the paper analyses whether or not the UK can still afford to build two aircraft carriers and numerous fast jets in an age of severe fiscal restraint.
The paper also encapsulates the planning assumptions of the nation on how to contribute to wide range of operations, from counterterrorism to disaster relief, in the UK and abroad.
Partnerships and defence relations with EU states, as well as the limitations of the UK's current warfare doctrine, have also been discussed.
