RUAG Electronics is building a Training Facility

RUAG ELECTRONICS’ Simulation & Training Division is building a training facility for an object-defense surveillance system (AUSO) for the Swiss Army

In spring 2002, a contract was successfully concluded with Securiton AG in Zollikofen on the development and construction of a training facility for a surveillance system for object defense. RUAG ELECTRONICS is the subcontractor while Securiton AG, a company of the Swiss Securitas Group, is acting as general contractor. As subcontractor, RUAG ELECTRONICS is fully responsible for the sub-project training facility for the surveillance system for object defense.

The operational surveillance system for object defense is a facility that allows a small staff to monitor and protect a larger perimeter from being penetrated by unauthorized persons. Mobile sensors and associated video cameras reliably report if one or more individuals enter the defined area without authorization. The alarm and video signals are sent to a central location in a mobile container where trained personnel is alerted, the data received is evaluated and appropriate countermeasures can be taken.

In light of the training requirements related to this operational system, RUAG ELECTRONICS drew up a preliminary plan to ensure the comprehensive training of personnel operating the surveillance system for object defense in combination with the training facility and the operational system. In cooperation with the user, the Swiss Armed Forces, and the manufacturer of the operational system (Securiton AG), RUAG ELECTRONICS devised a training facility incorporating state-of-the-art technology and training methods. Since RUAG ELECTRONICS was involved early on in defining the training resources, the entire training plan was able to be defined from the ground up. Demands regarding efficiency and cost/benefit considerations were optimally addressed. The training facility covers a large portion of the training needs. As devised, the plan calls for one instructor console and eight trainee stations. The set of trainee stations can be expanded as desired without difficulty. All functions of the surveillance center container (UZC) can be demonstrated on the instructor console and thus taught from the front of the classroom. The trainee stations depict realistic scenarios adaptable to whatever the current needs are. Training can also be conducted on routine tasks such as starting the facility and maintenance-related system interventions. Data relevant to the given exercise can be recorded, allowing the exercises to be individually discussed in an after-action review and the performance of the trainees to be appropriately evaluated.

A typical exercise consists, for example, of a pre-produced video that appears on the screens of the trainee stations at the correct time with the corresponding alarms. The trainee’s task is to assess the depicted situation correctly, i.e. to analyze the threat correctly, to draw the necessary conclusions, and to take the appropriate steps to deal with the situation. In the process, the trainee must operate the facility correctly under great time pressure. Depending on the operational site and object, this can put tough demands on operators, who have to know the system inside and out.

The facility is scheduled to be handed over to the Swiss Armed Forces in 2004.
