Innovative Concepts, Inc. to provide IP routing capabilities for the JTRS Program.

Innovative Concepts was selected by Assurance Technology Corporation (ATC) of Carlisle, MA to develop the IP routing capabilities for the JTRS Program. The JTRS program is a Department of Defense initiative designed to provide a new approach to meet diverse Warfighter communications needs through software programmable radio technology. The intent is to provide seamless real-time communications among Warfighters -- through voice, data, and video -- with and across the U.S. military services, and with coalition forces and allies.

Initially, the JTRS will provide the Warfighter with a multi-channel software programmable, hardware-configurable digital radio networking system that will support requirements from the Army Aviation Rotary Wing, Air Force Tactical Control Party (TACP), and Army and USMC Ground Vehicular platforms. This program focuses on development of waveform software products to support future cluster acquisitions. It covers the design, development, test, and delivery of Software Communications Architecture (SCA)-compliant, software-based implementations of SINCGARS.

Innovative Concepts will design, develop, test, and deliver an SCA-compliant, software-based IDM Technology® implementation of the Internet Controller (INC) which includes MIL-STD-188-220 compatible with the Army’s Tactical Internet and Fire Support networks. This capability gives every soldier access to the Tactical Internet allowing them to pass battle command and situation awareness data across the integrated battlespace communications network. This additional router capability is also compatible with existing Force XXI Battle Command Battalion/Brigade and Below (FBCB2) software making it a viable alternate to the current IP router capabilities of the SINCGARS network. The applications will be "portable" (i.e., can be re-hosted into existing and future JTRS radio sets) and will be easily maintained and upgraded. When running on a SCA-compliant environment, the waveform application is interoperable with legacy systems and other JTRS systems running the same waveform application. Based on current fielding plans, Innovative Concepts, Inc. values this contract at over $2.5 Million.

ATC is developing the JTRS Software Communications Architecture (SCA) 2.2 compliant SINCGARS ESIP Waveform for the JTRS Joint Program Office (JPO) for the various JTRS radio system clusters, beginning with Cluster 1. This waveform, which provides full SINCGARS ESIP and INC functionality, is derived from the previous highly successful JTRS Step2B SINCGARS waveform developed by the ATC-Innovative Concepts Team for the JTRS/JPO.
